Underscores is a free blank WordPress theme developed by Automattic (creators of WordPress). Underscore comes with  layout templates and it’s responsive layout.

2. Sage


Sage is a WordPress starter theme based on HTML5 Boilerplate, gulp, Bower, and Bootstrap, that will help you make better themes. It’s has all the hings you needs such as gulp that will complies both LESS and Sass, check those JavaScripts errors etc, uses the HTML5 boilerplate and it’s multilingual ready

3. Twenty Fifteen


You can even use the default theme that comes with every WordPress download, This theme is clean, blog-focused, and designed for clarity. Twenty Fifteen’s simple, straightforward typography is readable on a wide variety of screen sizes, and suitable for multiple languages. So you can change the default theme into something more wonderful that suits your theme

4. Bones


Bones is a mobile-first blank starter theme that you can use as the basis to create your own themes, Bones isn’t  a framework so you do not need to create a child theme to use it. Includes support for SASS and includes a custom post type example.

5. BlankSlate


BlankSlate is one of the most simple, minimalist blank theme you can get your hands on. You can use BlankSlate as the middle ground between creating WordPress themes entirely from scratch and using a big starter themes like Roots or Underscore that you can find on this list.

6. Big Blank


Big Blank theme is a blank responsive theme for WordPress, with semantic HTML5 code and a very minimal CSS styling. This is not a naked or barebone theme, but it’s a clean starting boilerplate for a more complex theme development. It makes development of complex themes easier. Sometimes you don’t want to start your theme development from scratch. This is where this minimalistic blank and responsive WordPress theme comes in.

You can see that you will find most of the necessary styles that don’t matter much are provided, such as comments, forms, and regular styling of common elements such as headings, image alignments, etc… However, the rest of the layout has a very minimal styling, so you could start developing your own theme.
