Notification bars, in general tend to be more user friendly than pop-ups or even slide-outs. As they don’t obstruct the viewing area and doesn’t hijack the user screen plus as of January 2017 Google will start to penalise websites with intrusive pop-up ads.
With that said, what makes a great notification bar important?, These notification bars can be added to nearly any type of website, blog or eCommerce sites plus these bars are also great if you want to have offer a special, show a promo or even if you want to have a giveaway on your site.

According to the Plugin developers, this Notification Bar plugin is simply the easiest way to add a top bar to your website.
